It's a simple behaviour of the panel.
If there is a window that covers the panel, it's hidden. But if there's no windows that covers the panel it still remain visible. this simple and useful idea is already implemented in docky and AWN named as Intellihide. How is this different than "window covers panel"?

I'm so sorry I didn't know that with "window covers panel" behaviour the panel gain again the focus when I put on it the mouse. I'm sorry
