[DONE] Icon Tool Tips in Desktop folder view

One thing I kind of miss from the 3.x series is tool tips on desktop icons.
I like the new Desktop folder view, but it's still missing some functionality that 3.5 had.

Folder View in trunk has tooltips now. Marked as Done.
