In system settings, there is:
- Keyboard
- Mouse
- Joystick
- Standard Keyboard Shortcuts and Global Keyboard Shortcuts.

I think, there is missing:

- Tablet settings

There are a lot of designers and artists, who appreciate GUI setup for their Wacom or another tablet.

I agree completely! There are existing GUIs already, like wacomcpl from The Linux Wacom Project: http://linuxwacom.sourceforge.net/index.php/howto/main

Stuff like pressure sensitivity, screen edges, and especially configuring the ExpressKeys: http://expresskeys.ruivo.org/

I think all these hardware settings, for any hardware, must be on system settings on KDE desktop and not in particular distro settings. If a distro wants to add a GUI to set some hardware, should add it to system settings. I like to keep only one, simple and powerful place for technical things on my desktop.

There is now a kcm-tablet module available.
