I think there may be a workaround for you by the end of the Google Summer of Code.

Right now, almost everything you propose, to my knowledge, is possible, except for the menu bar. I should double check, but I'm almost positive that the Aurorae Theme Designer will allow the window decorations to be on any side of the window that the designer chooses as of version 0.3.0 of Aurorae Designer. The toolbars in most programs should be able to be unlocked and moved to the bottom in most cases as well.

So that leaves the menu bar, which will hopefully be solved by a global menu bar widget, as seen on a Mac computer. Once this is implemented, you will be able to put a menubar on any panel; in your case, this would be the bottom one. I think this addresses all of your needs, so keep your fingers crossed for a global menu bar to come out of GSoC :)

You would still need to change the position of the toolbar in every application individually. A global option would probably be better.

Absolutely, but having it by the end of the summer and having to do a bit of work is much better than no answer at all :P

Someone (I believe from Kubuntu) has a working global menu in progress with GTK support... I think his name is Aureliene or something. Search KDE Global Menu within the last year and it should pop up. It should be ready for Kubuntu 10.10 if I remember correctly.

Also, you may be interested in the "netbook form factor" for it, that way you can keep all the menus as just one button in the bottom and still have space for tasks. Hope this helps... if the post was correct, this should be finished for Kubuntu in 18 days (I assume Kubuntu is released on the same date as Ubuntu)
