It's already in development...
It's called raptor menu: http://raptor-menu.org/ Also you either propose your idea here or on kde.bugs.org as that's where all of brainstorm ideas end up. So proposing them there and here is just duplicating the effort.

Is it actually still in development? The website sports a 4.0 logo and the docs supplied are two years old. I recently tried to find evidence of recent development, without success.

Yeah it does look old and trying to build it with git ends with error. So maybe it's no done, but it was in development so someone could just start off from where the original raptor team stopped.

Is there news about raptor menu?
KDE has made great progress and has created a modern desktop but the current apps menu (Kickoff)is still an old concept in contrast with the KDE modernity. |

Raptor is kinda being developed still.
During its long development, it has been rewritten quite a few times, and the team changed quite a few times. At Tokamak4, there was a bet (I will not disclose the participants) whether Raptor will be /finished/ in the next 6 months. |

The story hasn't changed. Raptor dudes are still very silent (they didn't go to aKademy, so I don't have any news on Raptor). But one thing is for sure, If definitely is not being actively worked on.
Which is to be expected - the launcher portfolio of KDE SC is various enough - KRunner, Classic menu, Kickoff, Lancelot and SAL. (sorted historically... I think ) |

As you can see, I'm a bit devious - I'm developing Lancelot, but have also worked on Kickoff, and I have the idea to make Marco's SAL be a popup menu instead of plasma shell (if I ever find the time to do that)
SAL-on-a-button would be rather close to what Raptor intended to be. (without some more advanced things like window flipping etc.) I'd really love to have as many choices as possible, but as I said, it is not very realistic idea - we're not in a dire need for them. |
