creating a "sticky" post

phpBB forum software can do it. I just looks like I don't have the permissions. I want to be able to create some sticky posts for Frequently Asked Kdenlive Questions. But I can't do it. I have some sort of moderator status. But it looks like I need more permissions. Can anyone help?
