Kpat is missing from the list and I have a bug I want to report.

You don't say from what list kpat is missing?
(BTW I see it on my repro list) To file a bug you have to perform some actions... (other than simply stating that intent and yes--in case you ask--I have filed two reports that ultimately were resolved)

The Forum Feedback is where user report missing applications from the guided posting (when you click on "New Topic" at the top of the forum), there is no more information needed for this.
The subforum for KPat is simply the "Games" subforum, we don't make dedicated subforums for all applications, this would make the list difficult to scroll.

FWIW: it's always useful to state the exact Plasma version (+ distribution) when asking questions, makes it easier to help ... |
