The packages causing packagekit (pkcon) to complain are being 'phased' by Ubuntu, slowly pushing out theses few updates to the packages that apt is showing as being held back.
However, pkcon isn't aware of this new feature in apt, so doesn't really know how to parse and handle the output.
This is normal, and OK. They will get updated soon enough.
The phased status on this packages was 40% withing the past couple of days, iirc. It is probably a good thing that Ubuntu are doing this sort of release with things like grub https://askubuntu.com/questions/1431940 ... u-use-them more in-depth info: https://ubuntu.com/server/docs/about-ap ... ed-updates
