Don't you mean non-ASCII? I see a lot of names that use Roman characters that are not English.

If not, what exactly are the parameters for creating user names?

We just follow the usual no-offensive username policy. All parts of a user's profile including forum staff should follow the KDE Code of Conduct.
Additionally, we recommend not to use usernames having characters of a different encoding (non-ASCII, yes), and against using email addresses for the same (as it sometimes may lead to spamming to the address).
