Ther is no widget Kmail. It could be usefull to know that you recieved a message without keeping open the windows of Kmail. The widget for "new messages" needs Kmail running so an opening windows

Kmail is being ported to akonadi, and there is already an akonadi mail widget under development. There is no point making a separate kmail widget when it is just going to become an akonadi front-end soon anyway.

Man is the lowest-cost, 150-pound, nonlinear, all-purpose computer system which can be mass-produced by unskilled labor.

I think the akonadi widget will be in KDE 4.4, which should be out in January or February. I think an akonadi email program, mailadoy, is also planned for 4.4. Kmail's port to akonadi is planned for 4.5, which should be out next summer.
