Is there a utility that indexes all assets of KDE with there respective resource requirements? Something to see the top ten, and choose to keep them from there (with an 'on/off/manual/auto/required' button)? Also users may be notified that there is a feature that may be turned on, but is turned off by default.
Rendering file icons, behind the scene stuff and many other features, may slow things down without users realising. Choice is good. (Forum specific: can I have a list of tags to choose from? To avoid non-specific and duplicate results when searching the forum on Tags.)

No, there is no such utility, because I very much doubt that KDE was built with everything able to be turned on and off. You should find all the settings you want in the system settings. Creating such a utility would require recoding quite a bit of KDE I expect. This isn't exactly a part of KDE's technical design objectives.
Won't fix. Afaik about the tags, no.
