In GNOME, to install a new Metacity or GTK theme, all you have to do is download the theme and then drag and drop it into the theme manager.
KDE4 has a way of installing Plasma themes easily through hotnewstuff, but there is no easy way to install a Qt style or Window Style. You can hope that your distribution included some in the repositories, but that's not always guaranteed. Otherwise you have to compile new themes, which is not only annoying, it's beginner-unfriendly. KDE4 should either support drag and drop installation of Qt and Window styles, or integration with KDE-look.org like the Plasma themes have. |

This is due to the way Qt and Window Decorations work. Both are binary, written in C++, which needs to be compiled in order to be used. The Get hot new stuff system does not support compiling software at this point in time. Being written in C++ is a requirement for speed and flexability.
