as far as I know this behaviour is not going to be developed so perhaps if many people will vote for it, it would be...
the idea is to be able to set a plasma widget like the clock or any other to be on top of other widgets or windows, this option exists in cairo-dock and is very comfortable, working for me with the tray and the clock.

Why ? You just have to call : "show dashboard" if you want to see your plasmoids on the top.

two reasons:
1) I don't want to see all my plasmoids on top.
2) those that I want to see on top I want to see all the time, like the clock.
