A Theme manager in the likes of the one in Gnome, which allows users to install themes of their choice easily(Plasma,widget,window border.A one stop shop.).

I searched and I think that your idea is dulicate of this idea: brainstorm.php#idea53696.
I think both want similar if not same solution.
Please confirm.
