In KDE 4.4 netbook workspace, there is a good feature of newspaper activity where we can scroll the desktop.

This feature should be implemented on normal desktops activity where we can scroll the desktop vertically and horizontally.

It should have free flow. Newspaper activity just puts all the widgets in two columns.

This will help users to spread windows / widgets freely on the desktop.

This should be optional and to be activated if user selects it.

You can already do this, just right click on desktop -> desktop settings -> Activity settings and choose newspaper activity.
It doesn't work well (at least last time I tried it, but it's already there)
If you want for a normal activity to be scrolable then you have to reword it...
