How can I get the task-bar panel hide buttons?
And why are they not on there as the default?
What is the benefit of omitting them?

There isn't a benefit to omitting them, it is just that nobody has gotten around to implementing them. That being said, there is an implementation almost done that will be in KDE SC 4.6 most likely.
