Actually it sounds like he's referring to the xorg middle-mouse paste feature. This askubuntu question provides a number of suggestions for how to disable that.

Of course in the name of brainstorming, this seems like something that could be configured via a new checkbox in System Settings -> Input Devices -> Mouse.
