I think all kde stuff should be kept in one folder ./kde
So, Plasma home folder should look like:

Desktop
Documents
Video (and other normal folders not connected to Plasma)
./kde

All hidden folders should be in ./kde

This way users could backup one folder and move it to another PC with all Plasma and application settings.

In ./kde could hierarchy like this:

./plasma
     ./cache
     ./config
     ./other
./applications


Maybe this ./kde should be just called ./settings

Would be great if Plasma and other desktop environments could develop one standard, because usually users have mixed applications from different desktop environments.

Currently there exists .local and .config.

Problem is outdated applications doesn't respect this schema.

Running Kubuntu 22.10 with Plasma 5.26.3, Frameworks 5.100.0, Qt 5.15.6, kernel 5.19.0-23 on Ryzen 5 4600H, AMD Renoir, X11
FWIW: it's always useful to state the exact Plasma version (+ distribution) when asking questions, makes it easier to help ...
