I think Konversation was is never going to have a KDE 4 build and the Quassel IRC is also with a rich of features. And I think KDE should make Quassel IRC the default IRC....

Definitely not true.
Quassel is Qt-application with little bit of KDE-integration - you have to fully port it to KDE4 framework until it can be KDE's default IRC-client.

KDE has no default IRC client. Konversation is an Extragear application.
In the past Kopete was the default IRC client, but the IRC plugin has not been ported to KDE 4. Whatever the default IRC client is on your distribution, the choice was made by the distributor. |

A KDE 4 port of Konversation exists, and is already working fairly well. Have a look at the Konversation website to get information on where to find it. A beta release is not far away, but several distributions have already made packages available to their users for testing. -- Eike, Konversation maintainer
