Imho, displaying fancy splash when making logout, on top of all windows, except those dialog windows that do popup sometimes on logout will make user experience a bit nicer.

Exactly. The animation will just make it slower. I myself use a script to send init 0 which works faster for me (also use it because the usual shutdown gets stuck at "Stopping KDM" every time). I think it would be better if the shutdown/logout screen stays there or some sign is shown that kde is exitting?
