Would like a apt-get notify applet like Mepis 8.0 uses to check for updates.

if you use packagekit isn't there a notifier already ?
else isn't package management a distro specific function especially considering not all distros use apt? |

It is but Mepis just released an alpha with KDE 4.3 and it's not included.

Yeah, and I don't want a notifier annoying me in Debian sid/testing. This is definitely a distro thing, and not something KDE should do. |

As Paul said, Apt is a distro-specific tool. Such a tool would need to be developed by a distribution.

Still it does not make it a bad idea. IMO ideas like these, tough poorly related to the KDE Software Compilantion should be fine, they still belong to the KDE community.
I myself, do not like PackageKit. I think that Shaman[1] might be what fbt and I are looking for, once an APT plugin has been developed. [1] http://drfav.wordpress.com/2009/12/01/i ... -frontend/

A quick search and I only get hits for Mepis and Ubuntu for applet apt notify. So I'm agreeing with you all this is a distro specific app.
