[Taskbar arrangement] Make taskbars stackable

Make taskbars stackable.
E.g. make it possible to display two taskbars, stacked, on the bottom. One should display e.g. application starters only. Below (=bottom), a standard Plasma taskbar. FWIW: it's always useful to state the exact Plasma version (+ distribution) when asking questions, makes it easier to help ... |

Okay, which "product" would this be the best to pick from.
Can't find any matching product like "taskbar" or "desktop" etc.? |

file it for the product plasmashell, as all panels are part of it
