[Taskbar arrangement] Make taskbars stackable

Make taskbars stackable.
E.g. make it possible to display two taskbars, stacked, on the bottom.
One should display e.g. application starters only.
Below (=bottom), a standard Plasma taskbar.

In general the user should be able to stack as many stackbars at the same position as he likes to.

Running Kubuntu 22.10 with Plasma 5.26.3, Frameworks 5.100.0, Qt 5.15.6, kernel 5.19.0-23 on Ryzen 5 4600H, AMD Renoir, X11
FWIW: it's always useful to state the exact Plasma version (+ distribution) when asking questions, makes it easier to help ...

Okay, which "product" would this be the best to pick from.
Can't find any matching product like "taskbar" or "desktop" etc.?

file it for the product plasmashell, as all panels are part of it
