What are the differences between kde and windows?

There are several important differences between KDE and other interfaces:
KDE largely uses vector, i.e. SVG, graphics allowing easy re-sizing
KDE is intended to work on almost any size of screen from a mobile 'phone upwards
KDE is no longer a desktop; if you want a traditional desktop, you have to add Folder View
KDE is highly configurable to suit the user's needs; there is no 'standard' KDE interface which you are stuck with on most desktops.
So KDE is not only different from Windows, it is also different from most other interfaces a user might encounter.
