You forgot to list the biggest advantage of KDE's current behavior: It protects me from accidentally doing the wrong operation (copy vs. move vs. link).
It does not force me to stop and think "is the target on the same device or not, and which behavior is the default for that again?" - I can just drag & drop without much thought, and then choose what I want.
I can also use modifier keys when I happen to remember them, but I am not forced to do so in order to be on the safe side.

I very much challenge your assumption that "99.5% of existing computer users" have memorized the Windows d&d rules that you listed (different behavior for same/different device + modifier keys). I think it's much more likely that only a tiny fraction of users know those details and employ them with confidence. At least from what I've seen, casual Windows users tend to just blindly d&d and see what happens, and if it was the wrong operation they clean up afterwards. Or they stay away from d&d altogether and use the Cut/Copy/Paste menu entries instead.

In summary, please note that usability is not just about minimizing number of clicks.
It is also about ensuring predictability and safety.

No way in hell!!! xD xD xD

Drag & Drop is one of main reason i use KDE along with akonadi framework (kmail)... I was feed up with messing my files everytime i dragg them accidentally into others folder when using explorers from gnome, xfce, etc.

What i dont understand, is why nautillus and others explorer, dont implement Drag&Drop Move/Copy-Paste system.

There was another Brainstorm suggestion about implementing Opera's copy+paste: viewtopic.php?f=83&t=138620
If you have another proposal please create a new thread for your suggested change. You should have noted that this one is in Wontfix and therefore won't be implemented. As such you should also expect that any additional proposals made here will most likely get ignored (and possibly even used as evidence for rejecting the proposed functionality).
