What I believe was a defining feature of kde that put it above the rest, was the ability to change the menu icon. You needed kbfx in order to do it, but it was possible.
Forcing someone to use only one 'start menu' look and feel isn't very freeing and I would like to see this changed. (Note: I did submit a wishlist report on the bug tracker, but I feel it qualifies for the brainstorm.) Along with being able to change the icon, it should also give you the choice to animate it (mouse over, mouse press, mouse release animations), Expand icon to panel size or Expand panel to icon size, Fixed size, and being able to open the menu using a shortcut (I think this feature was lost in translation from 3.5.x to 4.x). Also allow the user to change animation speeds, sounds included with menu appear/hide actions, and perhaps even colourize to current colour scheme. (So the blue/white icon would change to two colours in your theme.) Cheers.

A little more information:
I'd hope to see compatibility with .png, .gif, .jpg, even things such as .tif[f], .aiff, lossless formats, etc. Vectors even? |

you can change the kde icon with left click on it, but no animate, expand, speeds, sounds...

There was an idea about that. It was not very well-received.

Which is expectable. TweakUI is an awful hack. I hope everyone understood the smiley as irony.

You can now change the menu icon by right-clicking, going to Application Launcher [Menu] Settings --> Icon:.
I thought that hover effects and the like could be configured from System Settings --> Appearance --> Icons --> Advanced --> Panel (and that this was a general setting to keep the whole thing consistent), but I'm not sure now whether the panel animations are determined by the plasma theme and whether this can be easily changed...
