often, you have a wide-screen (even extended desktops) and only standard sized wallpaper (say 1024x768, or more). If you want your image to fill your whole screen(s), with kde4 you can choose between : scale&crop, adapt, mosaic etc..
what about resizing the image with the recent and famous Liquid Rescale library ? (see examples) maybe as a plugin ? for example : Original : Resized for your screen
