Dynamic Icons and Servicemenus - .desktop files

After reading this idea and this ide I got some new ideas for the icon-configuration in the .desktop-files and want to sum up them:
-"Talking Icons", which means messagebox on hovering (look here)
-Retreiving icon-urls, names and the messages via DBus
-Defining icon-urls, names and the messages as output of a command
-Static messages
-The same features for servicemenus
-A GUI-Frontend for creating such icons and servicemenus
-A time-interval for updating names and icons (not necessary for messages and DBus I think)
-Disabling/Enabling ServiceMenus by "asking" a program. E.g. the SVN-menu is useless in most cases.

That would make the icons and servicemenus very powerful and such features like in the both thread would be easy to implement.

An editor for service menus exists already (made by me!)

We will not delete duplicate ideas, or any such ideas.

If you are satisfied by david_edmundson's solution, this idea should be marked as implemented.

No. The GUI is just one minor aspect.
The idea was to enable such dynamic menus and icons.
Neither the feature nor any frontends exist.

Well you could describe it in detail. Maybe do a mock-up.
How would this make KDE better.

Okay, I will list it, it would be the requirement for features like in the two links, I have sent:
-Creating a Button for KMail or Kontact and link a message via DBus to KMail so that you can see, if there is a new message. Or the button is changed when a new message was received
-Displaying of media-information for HD-icons
-A reminder for special tasks: You set a message for hovering, e.g. "I have to modify this file", and the icon is changed after 5 or 10 minutes
-The mimetype is not really specific enough for ServiceMenus: E.g. you will have to check, if there is a .svn or .bzr directory for enabling commits. Or an image-gallery does only make sense, if there are any images in the chosen directory. A simple command could check a directory for such conditions
-Those features and also the existing features are powerful, but without a GUI most users do not use them. But it is a nice experience to create an own service-menu with specific actions or to create a "talking icon".

I add one feature:
Disabling/Enabling ServiceMenus by "asking" a program. E.g. the SVN-menu is useless in most cases.
