Dynamic Icons: .desktop-File enhancements

As a result of reading this thread and this thread I would suggest the following enhancements in the .desktop-Files for Icons or maybe others like servicemenus:
-Introducing hover-messages ([urlicons-that-talk-t-39078.html]look here[/url])
-Receiving the icon, the displayed name and the hover-message by executing a command
-Receiving the icon, the displayed name and the hover-message via DBus
-A static message
-A GUI-Frontend for creating such icons and servicemenus

The concrete creation of "talking icons" or such messages would be another task.

Any comments or additional ideas (just ideas for the .desktop-files, don't forget the other threads)?
