[Plasma] Ability to lock individual plasmoids/panels

It would be nice if one could lock only some plasmoids on desktop, for example few picture frames, and leave everything else unlocked.

Same would apply for panels.

I am not suggesting removing current options for locking/unlocking all plasma elements, this is just an extension that would allow individual plasma locking.
