A while back, the very first time a user logged in his KDE desktop, he was presented with a dialog, enabling him to choose a default behaviour (windows, unix, etc) for his desktop. I think it would be useful for this option to exist and offer similar but updated options. For example, since GNOME is used by a lot of people nowadays, it would be meaningful to let the user "migrate" in a sense from his GNOME desktop by automatically arranging two small panels in top and bottom of the screen, displaying the classical application launcher (or an array of them as gnome does) and using appropriate icons, styles and window decorations. Same goes for windows 7 (eg display a similar taskbar as the new windows one) or os x (display global menu and dock applets).

But there's still no general solution for a global menu. :(
