When the folder view applet is on the desktop it has a very nice feature that allows the user to quickly navigate through the folder hierarchy by showing previews for each folder when hovering above it. However, when the applet is docked on a panel, this feature does not work. I think it would make a big difference if it could be implemented, since the panel is a place which is directly accessible for a lot of users, without the need for extra clicks and the folder previews could help these users work much faster, bypassing file managers for most simple tasks, like navigating the filesystem tree and quickly opening files.

I so agree! This would be an extremely useful feature.
