I've seen the Aurorae decoration produce fantastic results for per-pixel borders on a window.

The primary idea is to have the contents of the window drawn the same way as the window decoration, or create a modified oxygen theme to allow this for seemless per-pixel-alpha rgba themes.

I'm unsure how GTK or KDE3 apps would work with this, they just might do without being integrated in this manner until later, should this idea be implemented.
