Currently in KDE to make a theme that themes KDE\'s global interface still requires programming knowlage. how about adding a widget engine support svg theming?

You mean QuantumStyle, i.e. this is already implemented. I'm still voting this up because I want something like this in the default KDE distribution, preferably together with Aurorae, the equivalent for windecos.

It would be great if the themes could be set to support transparency as well, like with Aurorae.

+1 I'm also waiting for subtle transparency, esp. since it has become possible without hacks with Qt 4.5.

Regarding the transparency in widget themes, I just found out that Bespin has ARGB transparency, if you compile Bespin with with a flag.
