Better looking tooltips

Basically, KDE has 2 kinds of tooltips:

1. Pretty tooltips (Plasma, the new generation tray icons, System Settings)

2. Plain, ordinary tootlips (basically everywhere else)

Would it be possible to prettify the second kind of tooltips? :)
