Locking specific widgets/panels

One thing I love about Mac OS X over KDE is the fact that the widgets on my dashboard can be moved around at will. On KDE however, you have to unlock all the widgets first, then move them.
What I'm thinking is that we could lock widgets more specifically. Like, locking the panel widgets while leaving the ones on the dashboard unlocked.
