The idea here is to have a containment that can be put in other containments (I think this is possible with plasma but I am not sure). The containment normally take the form of an applet, a single button. When you press the button, a containment pops open that you can put widgets into. This way you can have rarely-used but still needed widgets available without having them clutter your space. It should probably have a configuration that sets whether you want it to tell plasmoids it is a panel containment or a desktop containment, depending on how you plan to use it.

Maybe the, "External extender" plasmoid can be modified for such behaviour... hmm...
