I found these two pieces of software in kde-look.org:

I like very much the ability to have a consistent theme across the entire boot process (login screen, splash screen, desktop screen). I propose to add a button in the control panel subsections to create a theme for splash and KDM using the applied wallpaper and plasma theme, together with the choice of installed themes.

Someone is working on this now. It will also allow support for plasmoids on the login screen.

I don't know. I don't see anything about it in the feature plan, so unless it is already included (which doesn't appear to be the case looking at the svn repo) it probably will not be.
