Plasma-desktop offers to define custom actions. KWin too. But some devices are using in other way than other. User should decide in with task he/she would use the device.

For example: touchpad device could be using as alternative to touch screen to communicate with KWin and mouse is great for playing games.

It only suggest other way to realization and current is more common idea.
