When multitouch gestures are sent to plasma by the OS/X11, it works with them as expected (rotating/moving/resizing of the applets). At least, it did the last time I had the access to a multitouch screen - at Tokamak 4 [1]

As for the scrolling, I have no idea, but it also should work - Marco is doing a great job for plasma mobile.
