I think having a sticky thread labelled: "READ ME FIRST: Commonly duplicated ideas", which contains a thread that contains a list of ideas (with links) that are commonly duplicated or commonly posted but invalid, would be useful. At this point any idea that gets at least two duplicates (three total posts) should probably go on the list (not counting accidental multi-posts by the same author). This could change if the list gets too long. Here are some that I think belong on the list:
[Global-Shortcuts] assign mouse buttons to keyboard shortcuts [DOLPHIN] Easy way to mount and unmount disk images [IMPLEMENTED] dashboard access by moving mouse to corner

If the same idea get requested over and over and may even already be implemented wouldnt it be time to critically look at the implementation?

I think votes are a better way to gage popularity than the number of duplicates. A number of the "already implemented" ideas are implemented in trunk (4.3), which most users are not using. For those that aren't, if there is a problem with the implementation then there should probably be a separate brainstorm idea about a new way of doing it. I have posted a number of such ideas myself.
